2025 ODCP Legislative Update

The Office of Drug Control Policy Legislative Update is a recap of action in the Iowa Legislature relating to drug control and criminal justice issues. This update is to keep you informed of proposed legislation and any progress it makes toward becoming law.

The 91st General Assembly

  • January 13, 2025 - First day of session.
  • February 14, 2025 - Final day for individual Senator and Representative requests for bill and joint resolution drafts to the Legislative Services Agency.
  • March 7, 2025 - Final date for Senate bills and joint resolutions to be reported out of Senate committees and House bills and joint resolutions to be reported out of House committees.
  • March 17-21, 2025 - Senate considers only Senate bills, joint resolutions, and unfinished business. House considers only House bills, joint resolutions, and unfinished business.
  • March 24 - April 4, 2025 - Debate not limited by rule.
  • April 4, 2025 - Final date for Senate bills and joint resolutions to be reported out of House committees and House bills and joint resolutions to be reported out of Senate committees.
  • April 7-11, 2025 - Senate considers only House bills, joint resolutions, and unfinished business. House considers only Senate bills, joint resolutions, and unfinished business.
  • April 14, 2025 - Only the following bills and resolutions are eligible for consideration: Bills passed by both Houses, Appropriation Bills, Ways and Means Bills, Government Oversight Bills, Legalizing Acts, Administrative Rules Review Committee Bills, Committee Bills related to delayed or suspended Administrative Rules, bills co-sponsored by Majority and Minority Leaders of one House, Conference Committee Reports, Companion Bills sponsored by Senate and House Majority Leaders, Concurrent or Simple Resolutions, Joint Resolutions nullifying Administrative Rules, Bills on the Veto Calendar, and Unfinished Business.
  • April 14, 2025 - House amendments need not be filed on the day preceding floor debate.
  • May 2, 2025 - 110th calendar day of session.

HF 8 A bill for an act relating to student access to broad-spectrum cannabidiol products from school nurses during the school day.

HF 57 A bill for an act providing for the direct shipment of beer, levying a barrel tax, providing fees, making penalties applicable, and including effective date provisions.

HF 69 A bill for an act relating to the sale, possession, and consumption of alcoholic liquor, wine, or beer on public school property under certain circumstances, and including effective date provisions.

HF 72 A bill for an act relating to the possession of small quantities of marijuana, and providing penalties
