The DC Homeland Security and Emergency Management Agency Training and Exercise Bureau delivers educational courses and progressive exercises to fuel public safety officials, regional and federal neighbors, non-governmental organizations, the private sector and the public.
HSEMA Learning Management System
The HSEMA LMS is the central portal for all Emergency Management related training for the District of Columbia. The LMS also serves as the system of record for tracking completion and issuing of certificates for FEMA G coded courses that are held within the District.
​Courses offered in the LMS are generally open to anyone with an approved account, regardless of whether or not you live or work in the District.

HSEMA ICS 300 Course Curriculum
HSEMA is providing ICS 300 in a three part series as follows:
- Part 1: Online, self-paced instruction of Unit 1 - Unit 8 and an assignment workbook.
- Part 2: Online, virtual instruction of the ICS 300 activities
- Part 3: Final exam
Course Description
This course provides training for personnel who require advanced application of the Incident Command System (ICS). This course expands upon information covered in the ICS 100 and ICS 200 courses.
ICS 300 Course Objectives
- Describe how the National Incident Management System Command and Management component supports the management of expanding incidents.
- Describe the Incident/Event Management process for supervisors and expanding incidents as prescribed by the ICS.
- Implement the Incident Management process on a simulated Type 3 incident.
- Develop an Incident Action Plan for a simulated incident.

Course Description
ICS 400 is intended for an audience of experienced responders and other senior emergency management personnel who may perform in a management capacity for major or complex incidents (Type 1 or Type 2 incidents). Large and complex incidents that require the application of area command don't happen often. Although this is an advanced ICS course, it is not intended to develop mastery of area command. The purpose of this course is to expose students to the concepts of utilizing area command in major and complex incidents.
Course Objectives
Through activities and a Final Exam, students will be able to demonstrate the duties, responsibilities, and capabilities required to perform in a management capacity for major and complex incidents/events using Area Command.
Although this is an advanced ICS course, it is not intended to develop mastery of area command. The purpose of this course is to expose ICS and other incident management practitioners to the concepts of using area command in major and complex incidents. The course expands upon information covered in the ICS 100, ICS 200, and ICS 300 prerequisite courses.
Upon completion of the course, students will be able to:
- Identify the course scope, objectives, and classroom logistics.
- Given a scenario and review materials, apply key NIMS doctrine concepts (NIMS Management Characteristics, Unified Command, Incident Command System structure and functional area responsibilities, IAP Preparation and the Operational Period Planning Cycle, and incident complexity) to the management of a complex incident or event.
- Apply the appropriate structural option to manage a complex incident.
- Given a scenario, develop an Area Command organization.
- Identify the complex incident management issues that can result from a lack of multiagency coordination.

ICS 300 Intermediate
Course Description:
This course provides training on and resources for personnel who require advanced application of the Incident Command System. This course expands upon information covered in the ICS-100 and ICS-200 courses.
Course Prerequisites:
ICS-100, ICS-200, IS-700, IS-800
Course Target Audience:
This course is open to first responders, public works, jurisdictional executives, hospital leadership, non-profits, and anyone else that may be required to perform intermediate ICS duties.
Additional Information:
1) Park in lot off of 7th Ave N 2) Lunch will be provided by Clinton Co EMA on training days 3) No weapons allowed in the building except for sworn Law Enforcement. 4) This multi-day course is supported with Homeland Security Grant Program (HSGP) funding. You may request lodging reimbursement if you traveled an excess of 50 miles one-way and are an Iowa resident. Registration for COML is a 2-step process. Make sure to register with an email address you will monitor regularly. There will be a second online registration requirement once your eligibility has been confirmed by the SWIC.
Description: The Communications Unit Leader (COML) is a position under the Logistics Section of the Incident Command System (ICS). The COML’s responsibilities include communications operability and interoperability by developing plans for the effective use of incident communications equipment and facilities, publication of the ICS 205 Incident Radio Communications Plan, managing the distribution of communications equipment to incident personnel, and coordinating the installation and testing of communications equipment. The COML will supervise other members of the Communications Unit such as the Communications Technician (COMT), Radio Operator (RADO), and Incident Communications Center Manager (INCM), if those positions are filled during an incident.
The course is taught by instructors who are an experienced COML with extensive operational experience, and is four days long. You will be provided a position task book (PTB) and hands on exercises for attendees.
Target Audience:
The COML class is targeted for all local, regional, state and federal cross disciplinary emergency response professionals and coordination/support personnel with a communication background.
Prerequisites: To attend this course, applicants must have the following prerequisites:
- A public safety communications background with exposure to field operations.
- Fundamental public safety communications technology, supervisory, and personnel management skills.
- Knowledge of local communications and communications system, frequencies and spectrum, technologies, local topography, system site locations including knowledge of local, regional, and state communication plans, and communications and resource contacts.Successful completion of the following FEMA independent study (IS) training courses:
- IS-100, Introduction to the ICS (https://training.fema.gov/is/courseoverview.aspx?code=IS-100.c)
- IS-200, ICS for Single Resources and Initial Action Incidents (https://training.fema.gov/is/courseoverview.aspx?code=IS-200.c)

ICS-300
Completion of the following FEMA courses is recommended, but not required:
- ICS-400
- If an applicant has taken a previous version of these courses, the applicant may find it advantageous to take the updated IS course.
Copies of prerequisite documentation which verify applicants have met the prerequisites and are eligible to participate in the course must be submitted for review by March 10, 2025.
Registration is not complete until all documentation has been received and verified. Admittance is limited to 30 qualified applicants.
