The DC Homeland Security and Emergency Management Agency Training and Exercise Bureau delivers educational courses and progressive exercises to fuel public safety officials, regional and federal neighbors, non-governmental organizations, the private sector and the public.

HSEMA Learning Management System

The HSEMA LMS is the central portal for all Emergency Management related training for the District of Columbia. The LMS also serves as the system of record for tracking completion and issuing of certificates for FEMA G coded courses that are held within the District.  

​Courses offered in the LMS are generally open to anyone with an approved account, regardless of whether or not you live or work in the District.

Description

HSEMA ICS 300 Course Curriculum

HSEMA is providing ICS 300 in a three part series as follows:

• Part 1: Online, self-paced instruction of Unit 1 - Unit 8 and an assignment workbook.
• Part 2: Online, virtual instruction of the ICS 300 activities
• Part 3: Final exam

Course Description

This course provides training for personnel who require advanced application of the Incident Command System (ICS). This course expands upon information covered in the ICS 100 and ICS 200 courses.

ICS 300 Course Objectives

• Describe how the National Incident Management System Command and Management component supports the management of expanding incidents.
• Describe the Incident/Event Management process for supervisors and expanding incidents as prescribed by the ICS.
• Implement the Incident Management process on a simulated Type 3 incident.
• Develop an Incident Action Plan for a simulated incident.

HSEMA ICS 400 Course Curriculum

HSEMA is providing ICS 400 in a three part series as follows:

Course Description

ICS 400 is intended for an audience of experienced responders and other senior emergency management personnel who may perform in a management capacity for major or complex incidents (Type 1 or Type 2 incidents). Large and complex incidents that require the application of area command don't happen often. Although this is an advanced ICS course, it is not intended to develop mastery of area command. The purpose of this course is to expose students to the concepts of utilizing area command in major and complex incidents.

Course Objectives

Through activities and a Final Exam, students will be able to demonstrate the duties, responsibilities, and capabilities required to perform in a management capacity for major and complex incidents/events using Area Command.

Although this is an advanced ICS course, it is not intended to develop mastery of area command. The purpose of this course is to expose ICS and other incident management practitioners to the concepts of using area command in major and complex incidents. The course expands upon information covered in the ICS 100, ICS 200, and ICS 300 prerequisite courses.

Upon completion of the course, students will be able to:

• Identify the course scope, objectives, and classroom logistics.
• Given a scenario and review materials, apply key NIMS doctrine concepts (NIMS Management Characteristics, Unified Command, Incident Command System structure and functional area responsibilities, IAP Preparation and the Operational Period Planning Cycle, and incident complexity) to the management of a complex incident or event.
• Apply the appropriate structural option to manage a complex incident.
• Given a scenario, develop an Area Command organization.
• Identify the complex incident management issues that can result from a lack of multiagency coordination.

ICS 400 Advanced

Course Description:

This 2-day course provides training on and resources for personnel who has a responsibility to function in a command post managing and expanding incident. Topics include use of an Incident Complex and Area Command, and the interactions between Multi-Agency Coordination (MAC) entities.

Course Prerequisites:

ICS-100, ICS-200, ICS-300, IS-700, IS-800

Course Target Audience:

This course is designed for senior personnel who are expected to perform in a management capacity in the Area Command or Multi-Agency Coordination Entity.

Additional Information:

1) Park along the south and west side of the building. 2) Enter from main entrance 3) Meals are on you own, adequate time will be provided. 4) This multi-day course is supported with Homeland Security Grant Program (HSGP) funding. You may request lodging reimbursement if you traveled an excess of 50 miles one-way and are an Iowa resident. Requests are based upon available funding. BEFORE making lodging reservations and PRIOR to start of class, email your lodging reimbursement request to HSEMDTraining@iowa.gov limited to available funding. 5) All other travel will be on your own if the above doesn't apply or requested.

This course is open to first responders, public works, jurisdictional executives, hospital leadership, non-profits, and anyone else that may be required to perform intermediate ICS duties.

Additional Information:

1) Please bring a wi-fi enabled electronic device where course documents can be viewed. 2) Lunch will be on your own, there are several restaurants and convenience stores close by. 3) This multi-day course is supported with Homeland Security Grant Program (HSGP) funding. You may request lodging reimbursement if you traveled an excess of 50 miles one-way and are an Iowa resident. Requests are based upon available funding. ?
