CLINTON, Iowa - On September 9, 2003, the Clinton Police Department requested assistance from the Clinton County Sheriff’s Office (CCSO) and the Iowa Division of Criminal Investigation (DCI) to investigate an incident of a missing child occurring within Clinton city limits. At approximately 6:30 PM, on September 9, 2003, Clinton Police Officers responded to reports a 5-year-old child (referred to as A.T.), who had been playing in the backyard of her home, located in the 500 block of 8th Avenue South in Clinton, was missing.
State, county, and local law enforcement agencies conducted investigative activities to locate A.T. At approximately 7:50 PM, on September 9, 2003, A.T. was located walking along a field 25 miles from where the child had gone missing.
Despite an extensive investigation in 2003, no charges were filed.
In 2023, the investigation into the incident involving A.T. was re-examined. As a result of this review and continued investigation, HENRY EARL DINKINS, has been charged with (1) count of Sex Abuse in the Second Degree, a Class B Felony.
Henry Dinkins is currently serving two life sentences for the Murder and Kidnapping of Breasia Terrell in 2021.
No further details are being released at this time.
Note: A criminal charge is merely an accusation, and the defendant is presumed innocent until and unless proven guilty.
